During the Syrian civil war the Israelis found smuggling tunnels in Palestine and warned about how a destabilized Syrian border is permeable to Iranian weapons. This scale of this attack is likely the result of a persistent effort to stockpile munitions. It is funded by Iran, not Mossad, because Iran explicitly wants to destroy Israel.
