on Linux, definitely Okular. If you use Windows, SumatraPDF is pretty good.
Okular is on Windows and most of the KDE apps also are on Windows

Android: Librera ReaderI used to use okular but now use the new https://flathub.org/apps/org.gnome.Papers which seems to be faster. maybe because it written in rust?
i use zathura on Linux which does this…
I use Sumatra at work. Might be windows only.
At home I use whatever distro default is. No clue I’ve not opened a pdf for months.

Librera FD. Not sure if it is the best but works for me
@theupsanddownsof Librera fd? The f-droid one doesn’t seem to have fd in it
installed and it has fd in it - edit
MuPDF Viewer and MJ PDF both do this
