Well, it was definitely the black people’s fault, not the state of Texas’ or the Federal Government for not having infrastructure to warn people of potential danger. Cheap, readily available technology. Those people were failed by their state, not the camp organizers.
In a county that received federal funds to construct warning systems, but refused to do so. In fact, as I recall they ended up taking the money and allocating it to the police budget instead.

Is this not the same incident where the camp administrators had warning and did not attempt evacuation until it was far too late?
