    1. they honestly think their constituents don’t want this
    2. they honestly think (enough of) their constituents don’t want this to get re-elected
    3. they think people will who maybe don’t vote or are on the fence will change to vote against them if implemented
    4. they personally think the policies are wrong
    5. they are bought and paid for and can’t or they lose everything

    Some options off the top of my head. Money in US politics is ridiculous as is not having something like STAR or ranked-choice voting.
